It's another excuse to separate families, one. Hey, Baltimore doesn't want to enforce our stupid laws? Send that mom of four we have in detention over there, let them figure out how to reunite her with the kids we're not sending with her.
Two, inherent in the threat is that it is a threat and therefore reinforces the idea that immigrants are undesirable and having them is a punishment.
Three, because it's being set up as punishment, it lays groundwork for leveling actual punishments against any state or city doing something he doesn't like.
