Still can't be unilaterally ordered by POTUS. Congress would have to authorize drafting people from the SSS, which was what was done in Vietnam. It was even easier in Vietnam too because we still had an existing bill from Korea that they just had to hand wave an extension to keep the meat grinder churning.

I am unsure if that would require a simple majority or a supermajority. In Vietnam the extension and subsequent further extensions in '69-73 were simple majorities. Not sure how that would work today since there's nothing to grab on to like that.

Anyway, not sure why military volunteer numbers are relevant here. The admin is pretty clearly pushing really heavy on propaganda targeting gen Z men, to what seems to be decent to great success. Conscripting a bunch of them and bringing them into the fold to be indoctrinated is just another avenue they can use.

If you start seeing right wing influencer types like Asmongold or Tate or similar folks start pushing for it or advocating for service, you can be sure that's the plan.

They were also giving waivers to people with felonies to enlist and applying a stop-loss to anyone ETS’ing. And that was with a supportive and vocal populace of the wars.

Why do you need a draft when you can just build more drones or missiles? They don't need bodies on the ground in the desert, they need bodies in a factory building more munitions. This is a job for the private market and people who can get a security clearance.
