no. it's blatantly, violently unconstitutional and will and ought be struck down by SCOTUS at the earliest opportunity. states should not be in the position to mandate prerequisites for a candidate appearing on their ballots, it is a Pandora's Box of electoral fuckery. if a candidate wins a major party's nomination or achieves a Perotian third way showing they should appear on all ballots in all states full stop.
