I don't think they can admit there was bad judgment by the agents, because the followup would have to be some kind of ICE disciplinary action, which would undercut plans to use them as a secret police.

They can swap Noem for a comparably useful human easily, but they can't set the precedent that ICE is accountable or Steven Miller's plan is hobbled.
