But voter ID laws usually require forms of pre-existing government picture ID that are not easy or free because that's precisely the point. The people the GOP wants to keep voting have the IDs required in the bills. Same reason why the GOP refuses to make election day a federal holiday.

The reason why voter fraud by person isn't common is that you have to be sure that the person whose identity you are faking isn't going to try to vote because if they do then it will trigger an investigation when they show up and their ballot has already been cast according to the rolls. And if they have already voted before you try to, you're caught right then and there. Any type of operation to get the same people to vote fraudulently at multiple precincts increases the chances of the whole thing being busted exponentially.

That's why mail in ballots are much more likely to be the source of fraud because you take the person's ballot from the box so there's no chance of duplicate ballots getting someone caught.
