Idk why they dont just up enforcement. If a store gets caught selling cigs to minors, they get fucked in the ass and have their own tears used as lubes. That's my only gripe, it's too easy for minors to get it. Threaten to take away licenses, impose fines, and just straight discourage people from selling shit to minors.

Make them steal it from their siblings like the good old days.

I don't even vape anymore I stepped down to zero nicotine then gradually stopped
