I had a long series of convos about this with different military/IC people over the years and honestly shep isn't super far off some of the more pessimistic outlooks I heard. Around 2012 or so I remember having a conversation that basically said the only way to deal with Afghanistan for certain without a bunch of murders was to put the whole country on military-enforced lockdown at the coat of a few hundred billion a year and see how far that got us.

Our best chance at reform in Afghanistan probably died with Ahmad Shah Massoud in 2001.

What other way would you "fix" Afghanistan? I mean, the entire concept of "fixing" them is not a problem they have, but a problem we have with them. They're culture is fine with taking young boys to bed with them. That's their culture. As much as I think that's disgusting and baseball bat to the face worthy, this isn't a problem that they have with the concept.
I'd love a solution that involves making Afghanistan a healthy, equal rights like in America, country... but there aren't any ways to do that. Least none I can think of, if you have some thoughts I'd love to hear them, maybe I haven't though about it enough these past 15 years.
