So the purpose of the arbiters of fate is to manage the original timeline and a lot of it makes more sense than a lot of you are giving the proper amount of thought to. I'm not saying it's DONE well but it does make sense if you compare it to all the instances the timeline diverted from the original timeline.
When they first appeared in the beginning with Aerith, they swarmed her because she was supposed to run away BEFORE the Shinra came to stop Cloud.
When they came before the second mission, they came because Jessie and Wedge going would've meant Cloud didn't go. if Cloud didn't go, Cloud wouldn't have met Aerith when he was supposed to and the story arc would've been completely broken.
In the law of JP storytelling, if you don't see the character physically die, he's not dead. When I saw the rubble fall from the top, I wasn't convinced Wedge died because he didn't die that way in the original. He was supposed to die when he fell from the tower. He's probably not dead at Shinra tower either. Currently we have no info on Biggs living but we don't even know if we're dealing with parallel timelines or not right now so any theory is plausible until proven otherwise.
I dunno how Barrett getting revived doesn't make sense. Dude wasn't supposed to die in the first place and the arbiter came to fix that because it wasn't his time. I half feel that some people wanted him to die for some unknown reason which would've been shitty for the plot point of the arbiters trying to maintain the timeline. Not to mention we would've lost that one story arc with him and Dyne which isn't necessarily important to the story plot but important to understanding who Barrett and Marlene are.
One of the post-game theories I've read is that the game will PROBABLY follow the same general story arc with the ability to change what happens in the end. Is there a chance that Aerith may live? Yes. However if Aerith lives, Sephiroth wins and a lot of people forget that fact. Aerith plays a significant part of the party's success despite being physically deceased especially when Cloud falls into the lifestream again. Zack living could fuck with Aerith not dying since they were basically lovers in the past. That's actually bad for the timeline.
There's a fuckton of backstory that this game has that people aren't referencing because they don't realize that this iteration of the game is probably including lore from all the side games as well and not just the main game itself.
