It's unsettling how many anime artist made Japanese characters Caucasian.

Generally speaking the use of non-Asian features on characters (non-black hair, non-brown eyes) is not meant to signify that a character is non-Japanese. It's just a design aesthetic given that anime would get boring and characters wouldn't have glance value if everyone had natural Asian hair and eyes.

You can usually tell when a character is actually meant to be western and not just anime Japanese because they will be drawn with different features. The example I always give is Kidd from Yakitate Japan!! who is specifically American and drawn very differently from other characters. Other American and European background characters get drawn the same way.

Remember also that when Hashirama beat Madara at the Valley while Madara had the Nine Tails. In terms of strength without any external enhancement, Hashirama was by far the strongest ninja in history. Madara needed to have Hashirama cells to unlock the Rinnegan and be as big of a threat as he was at the end of the Great War.
