Years ago when I was doing a bunch of JIATF patrols the guy I shared a shop with was fully bilingual but couldn't pass the tests and thus not get the extra pay from it.

I don't think it's just speaking the language, you also gotta be very good at proper grammar and everything. Even native speakers would have issues with that unless they were schooled in the language.
