FFXII and FF Tactics have the best world design of any JRPG because there's all different cities and towns and environments without it being the entire world. Tactics in particular is all one island. I don't like it when a "kingdom" is literally a castle and some surrounding buildings and then nothing else for miles in any direction.

I somehow forgot the Suikoden games, which do it even better than Tactics. The first one in particular takes place entirely in the Scarlet Moon Empire so all the different cities and towns you visit are part of the Empire. It's also established throughout the game that the "empire" occupies just the area immediately surrounding an enormous lake/inland sea so the actual world is a hundred times bigger.
