Yes and no. In Beast Machines it was revealed that someshit went down, and Megatron mindwiped him into being an obedient simpleton. It was implied that when he regained his memories, the atrocities he committed while mindwiped broke him and permanently changed him. It took him dying to get back to himself.

The cgi was garbage, but I don't think they could have made it better. On paper it was a better show than G1. It had surprisingly more character development than I would have expected. In fact, most characters that weren't a joke got more development than Optimus and Megatron.
