Philly police commander videotaped beating protesters is linked to narcotics scandal, misconduct

A high-ranking Philadelphia Police Department commander linked to past misconduct and corruption scandals roughed up protesters with a baton in two separate incidents this week, new videos show and multiple sources confirm.

Police would not provide the name of the officer, but the department confirmed open Internal Affairs investigations regarding both incidents.

The aggressing officer is clearly identified by cell phone video, witnesses at both scenes, and public records as Staff Inspector Joseph Bologna Jr., operations commander of the department’s Patrol Bureau, a bicycle-mounted police unit that runs interference for protests and special events.

In one video, Bologna can be seen batoning a protester on Monday evening near the Benjamin Franklin Parkway, shortly after demonstrators were controversially tear gassed near I-676. In another video, posted Tuesday, he is captured tackling a woman to the ground, as a previously peaceful demonstration on Market Street erupts into chaos.

In 2014, Bologna was cited for “failure to supervise” four narcotics officers who were accused with lying and theft chronicled in the Pulitzer Prize-winning Daily News series “Tainted Justice.” Subsequently reassigned to lead the 19th District in West Philadelphia, Bologna oversaw a tactical squad that would go on to garner a high volume of misconduct complaints.

Four Indianapolis police officers were reassigned and the city’s police chief promised a speedy investigation after video emerged Thursday of two police officers striking a woman with a baton and another officer grabbing the woman’s chest as he tried to restrain her during a May 31 arrest.

Mayor Joe Hogsett (D) addressed the video in a Friday news conference where he announced a new proposed use-of-force policy that included banning metro police from using chokeholds.

“I don’t think there’s anyone that should be able to watch that video, and not be moved to emotion,” Hogsett said. “Anytime that our officers deploy force against anyone, that moment is a reminder of the work that we have yet to do to bring peace to our city.”

Indianapolis Metro Police Department Police Chief Randal Taylor said he has launched an internal affairs investigation into the incident, and that he expects to announce results sometime next week.

“Looking at that video, I have some concerns as well,” said Taylor.

The chief said he didn’t know the identities of the women involved. The officers have been taken off the streets and placed in support roles until the investigation concludes, according to IMPD spokeswoman Aliya Wishner.

Video shows an officer holding a woman with his left hand hooked under her armpit near her chest before she wrestles out of his grip, prompting an officer to immediately yell, “Hit her! Hit her!” Several pops are heard and a puff of smoke appears on the woman’s back as an officer fires a pepper ball at her just before two other officers rush toward her and hit her legs with batons until she drops to the ground.

A bystander is heard asking the police, “Why her?” With the woman now on the ground, an officer pulls her hands behind her back and flips her face down with a baton in his hand. Another officer shoves a second woman who lands flat on her back.

The problem with humanity is that so many are unlike you. So many consider being wrong about something as a sign of weakness; something to be avoided. Men and women of science love being wrong, because it means they're about to learn something new. We have a national "leader" who has pushed the anti-intellectual mantra so hard that people would rather die than admit they were wrong about something, which makes it impossible to gain any sort of non-partisan ground.

Humanity isn't doomed or anything, but its certainly an annoying existence to have so many people around you that think that acquiring knowledge = weakness for never knowing it in the first place.
