Tons of stores were boarded up near me like some warzone. Was just insane and they just announced a curvew for NYC from 11pm, and then tomorrow from 8pm.

28 yr old man from Illinois was arrested for threatening to incite a riot in Minneapolis and distributing a number of explosives.

A 28-year-old man from Illinois is facing federal charges for traveling to Minnesota to riot while in possession of "unregistered destructive devices."

Matthew Rupert, 28, was charged by Minnesota's U.S. Attorney Erica MacDonald, and made his first appearance in Chicago on Monday.\

Per the charges, Rupert posted on his Facebook page references to the protests happening in the Twin Cities over the death of George Floyd, one of which said: "I’m going to Minneapolis tomorrow who coming only goons I’m renting hotel rooms."

On Friday, he posted a self-recorded video to his Facebook account indicating he was in Minneapolis, and can be seen "passing out explosive devices he possessed, encouraging others to throw his explosives at law enforcement officers, actively damaging property, appearing to light a building on fire and looting businesses in Minneapolis."

In the video, he said: "They got SWAT trucks up there ... I’ve got some bombs if some of you all want to throw them back ... bomb them back ... here I got some more ... light it and throw it," as he hands out devices.

Rupert is also seen asking for lighter fluid before going into a Sprint store, saying: "I lit it on fire" shortly after, before looting a nearby Office Depot.

He was arrested in Chicago for the same reasons.

A Detroit rally outside of police headquarters dispersed at 9 p.m., with mayor Mike Duggan calling a young protester to congratulate him on the peaceful march.

Stefan Perez, 16, looked shocked to be speaking to the mayor and thanked him for the call, according to a live video feed from a Detroit Free Press reporter.

“People are following me, and it’s a battle today, and we came out,” Perez told reporters afterward, saying he would continue to lead peaceful marches through the city.

A large crowd of protesters initially disregarded the 8 p.m. curfew on Monday, but did not clash with the police like they did on Sunday, when tear gas and rubber bullets were fired.

Arlington County officials pulled out their police officers, who had been helping the National Park Police with crowd control, from the District after they were used to clear the way for President Trump to make his appearance at St. John’s Church — an action that involved firing chemical canisters and stingers at the protesters, including families with children, who were demonstrating peacefully before the District’s 7 p.m. curfew went into effect.

The county’s police department had been assisting with crowd control at Lafayette Square since Saturday as part of a preexisting mutual aid agreement with the National Park Police, filling in whenever an officer holding the line there got tired, said Libby Garvey, the chair of Arlington County’s board.

“The next thing we know, they get pulled in to do this photo op,” Garvey (D) said. “Our mutual aid agreement is to help each other when we’re trying to protect people; not for photo ops. It endangered everybody in the park. It endangered all of our officers. We don’t do that. ”

Garvey said the county will reevaluate its long-standing agreement with the National Park Police, and that the county’s police will not be helping with any future protests in the nation’s capital until it decides on a course of action.

“We’re in a bad place,” Garvey said. “This is an abuse of our mutual aid agreement. ”

Police say 25-year-old Wesley Somers was arrested at a home on Manzano Road in Madison, and that assistance from the community helped lead to his identification.

He will be booked into the Metro Jail shortly. Police say the investigation into the arson attack on the Historic Courthouse and other vandalism is continuing.

Windows were smashed at the courthouse, explicit graffiti spray painted on the walls, and several people attempted to set parts of the building on fire during violent protest Saturday.

The federal Bureau of Prisons has instituted a “temporary national lockdown” in response to the protests raging across the U.S., putting further limitations on inmate movements behind bars, a spokeswoman said.

The agency announced the move in a statement, saying, “In light of extensive protest activity occurring around the country, the BOP — in an abundance of caution — is implementing an additional, temporary security measure to ensure the good order and security of our institutions, as well as ensure the safety of staff and inmates.”

A spokeswoman later said it was a “temporary national lockdown” and that “inmate movement is further limited in all of our institutions.”

Inmate movement already had been greatly restricted as a response to the coronavirus pandemic. It was unclear precisely what new limitations were being imposed.
