Sure, I can see that happening. Depending on what type of culture immigrates. For U.S, mexicans typically have a much better work ethic then ye average American. Or for example, Sweden that had to restructure itself quite a bit due to a bit of naivety and overzealous immigration policy because those migrants gamed the system.
