I'd also propose that cops in different areas may react differently to ambulance/hospital requests.

He’s saying that it’s not apparent the guy needed medical attention. What facts support that theory? That he was saying he can’t breathe? That he had wide eyes asking not to get shot again (consistent with PTSD behavior)? That he said he was claustrophobic? That he was frothing at the mouth he was so panicked?

they do have that option - like you said, it's EMS. they did call EMS after he resisted enough to get himself out of the car and ended up on the ground because of his actions (also sounds like he asked to be put on the ground at one point in the vid?).
claustrophobia and anxiety ("can't breathe" while he is being helped into a car) aren't really reasons to call EMS upfront. not all criminals need an EMS evaluation. and please don't bring all criminals to my ER.
btw, jails have mental health health care professionals on site.

Then fucking use them instead of shoving a panicked person into the car over fucking $20 that you don’t even know if he used knowingly.
He should have never fallen to the ground. Dude shouldn’t have even been handcuffed, but even the once he was sitting partially in the car this all could have gone differently if they said, “You’ll be all right. Just stay here, we’re calling medical help for you. You don’t have to get in the car. Breathe with me.”
They didn’t because cop training is all about power and because he didn’t follow their orders exactly they didn’t give a shit about his health.
