Its like how do you get a job if you have no where to go at the end of the workday. Housing is a major barrier to pulling oneself out of poverty. There was (is?) a program in - I want to say Colorado, but I can't research - where the local government provided free housing and saw significant improvement in the community.
If someone has a link to that id like to read it again.
