Best case interpretation of the murder is that the rationale initially given was wrong, the cops followed SOP to subdue someone having a panic attack, and he happened to die of an OD while they were restraining him.

In that case, the problem would be with the guidelines to restrain people having panic attacks / potentially ODing and also with the shit-tier public relations department.

As it is, accepting the rationale they gave after the murder makes it seem that they killed him for disobedience after he was handcuffed.

I actually do agree with this. Narcotics and bomb sniffing dogs are understandable, even if it is still dangerous. This sorta shit is just...not good.

ive never even heard of dogs being used for arrests, only drugs, missing persons, bombs, etc. canine units are, from what i know, a specialized unit that only get called in for specific tasks

They are mainly used when bombs and drugs are in the situation like you said but if they are the area when a suspect needs to be arrested, they'll show up too to assist.
