Best case interpretation of the murder is that the rationale initially given was wrong, the cops followed SOP to subdue someone having a panic attack, and he happened to die of an OD while they were restraining him.
In that case, the problem would be with the guidelines to restrain people having panic attacks / potentially ODing and also with the shit-tier public relations department.
As it is, accepting the rationale they gave after the murder makes it seem that they killed him for disobedience after he was handcuffed.
