you mean the restaurant where every patron sitting down isn't wearing a mask? did you conveniently forget the part where masks are almost inert unless every single person around you is also wearing one?

I would argue it's even riskier than retail since at least there in most establishments people literally cannot enter or browse without one on

Up here we have limited capacity and a mandatory 6-feet/2-meter minimum between tables indoors or out, no getting up from your table once you sit other then to go to the washroom (as in, seeing your friends and going up to go socialize with them at another table), no more then 6 people per table.
I think indoor capacity is limited to 50 people too, less if you can't afford the required space. And constant monitoring by health officials who won't hesitate to fine and shut places down for being negligent
spread occurs primarily from high risk activities and extended, confined interaction. we don't need to ban takeout to have an effective response and limit spread

For the most part I like the precautions put in place until you remember the servers have to go table to table. Some places here have an extra table at each table where they can put down drinks and food and etc and the guests can reach for them and vice versa when things are done to maintain a bit of a distance.
But if you don't have that then the servers are getting all up in people's close space and even if the servers are wearing masks, if the guest is the one with covid, welp, not much protection for the restaurant staff
It's outdoor seating only here and it's 6+ feet apart it's wonderful we've gone out 2 or 3 times now.
