One thing that isn't measured or commented on here is how public behavior changed regardless the regulations. If Ducey limited indoor dining to 50% after people stopped going to restaurants, who cares?
I would guess individual actions drove the recovery and Ducey was a lagging indicator of public opinion.

Jason Copenhaver approached the child’s table Sunday and asked the boy if he was wearing a mask, according to Treasure Island police. Authorities did not release the boy’s age.
Police said the 47-year-old then told the child to take it off. He then grabbed the boy’s hand tightly and put his face next to the child’s, telling the boy he now had the coronavirus, according to police reports.
“Victim stated that (Copenhaver) was in such close proximity that spit particles from (Copenhaver’s) mouth landed in his face,” an officer wrote in the police report.
Restaurant workers asked Copenhaver to sit down, saying he appeared drunk and wasn’t wearing shoes. The police report said he also tried to hit an employee.
Maybe we should be a little more liberal with the death penalty.

I flew to Calgary 3 weeks ago, and afaik I'm covid free still.
Airline did a temp check prior to boarding, masks were mandatory throughout the airport and on the flight. My middle seat was empty, but further back it was packed up.

I had to fly once for work in June. I have no reservations to doing so again. The airport is obviously more of a concern than the plane of course. I would only fly Delta or Southwest though. They seem to be the ones that have COVID protocols on lock.
That said, no reason to fly any time soon anyway, so not really much of a statement to make. Maybe if work makes me do it again. Unlikely.
