In this country, they are 100% considered far-left, at least, within the scope of the nation in which we live. They are the absolute antithesis of Republican ideology. The ultimate hand-out against the philosophy of personal reliance and self-determination (regardless of how true or false that actually is in reality).
You are, however, 100% correct that the US was not the first to have them.

In pretty much every other country on earth, giving out clean needles saves a lot of money on health care as it lowers the risk of them getting various diseases. It's cheaper to give out needles than treating them.
The same can't be said about the US though, since health care isn't free. So I do see the point in not doing it outside of morals.
Free health care is about more than just treating the sick; it's about preventing them from getting sick in the first place. Encouraging healthier life styles, treating mental disorders, teaching children about safe sex, etc.
