I mean you can be told that by fake woke Twitter progressives that link epic soundbytes and the Obama mic drop gif as evidence of him being cool but it doesn't make it true.
He was a neoliberal that failed tremendously at what was I'm sure he considers his greatest achievement - the ACA, while simultaneously massively expanding the American imperialist war machine.
Obama is the absolute picture perfect example of an average President squeezed between two absolute steaming turds.
Obama and Trump share a particularly shitty failure - they both had total control of all branches of the government at some point and both completely failed at doing anything substantive
I'd give Obama an above average. His cardinal sin changes depending on who you ask, and I'm curious if I'll be around to see how his time in office is framed 40 or 50 years from now.
I'll be 75 in 2058, so there's a chance I'll be the old man scowling at what will inevitably named Gen B, telling them that no it's not true Hillary lost in 2008 because of a sex scandal and that if anything the surviving footage of Sarah Palin makes her looks articulate and well read compared to any time I saw her on TV. Hillary lost in 2016 because of a Weiner in her emails.
Worth pointing out here: Conservatives have demonstratively since 2012 reframed the bad guy in American tragedies with "President Other America" being the cause. See Benghazi, IRS' missteps on targeting fundie grift*, and commanding the American military without being white for reference. All of this shit wasn't anything that they really built a legacy outside American's in general are now super tribalized to the point where simply saying Benghazi triggered people for a time. The newest one is "stop the steal".
I know it's a big IF at this point on "If Trump's hold on the moron's suddenly breaks", BUT those morons are approaching some open treason ground. Trump himself lying to cover his own ass is one thing, having 10+ senators throw a temper tantrum to try and undo an election is going to have a different impact.
Like Benghazi (these are both terrorist attacks against America) it's going to be seen differently based on how one side see's the other. It's going to be Document A when debating any of the responsible parties are total shit bags. And all of it will be hand waved by their Tribe, because it was in service to said tribe, so it the action was just. Nevermind what service it does for America from any other perspective, from that of the Republicans at the time it was needed to investigate voter fraud.
The ACA was a substantive achievement
because it significantly expanded public single payer insurance (Medicaid) to the poor.
It's just most people think of the exchanges when they think of the ACA, which while better than the prior status quo affect a less needy population in a less significant way.

I think a transition to western liberal democracy led multiplexity or multipolarity is possible, and even desirable if done correctly, but that's decades away.
You know why America spends more of it's GDP on the military than anyone else in the world? It's because our system of alliances relies on US power projection. Team America World Police literally makes it so that other democracies don't need to build their own militaries up. Withdrawal from the world stage would cause chaotic proliferation and arms racing from nations that formerly relied on our umbrella.
