I'm sure though Mattis weighed the costs vs reward of such things. Guy is a shrewd tactician of all things military and knows best I think when it comes to any consequences that would come of opening that Pandora's box. If he was against it, it would probably be because it would do more harm than good ( short or long run ). This is only me going based off of the anecdotal evidence from my dad being under his command during the Gulf War and Iraq War, in addition to any known facts about him publicly.
