Basically, yes. This is how facebook advertising works. As long as they didn't directly use race as a feature, it would probably not be considered discrimination. Even if they did, it isn't clear whether it is possible to discriminate with political ads.

Isn't this pretty much what movie studios do to report loses on films so they don't have to pay people? Basically set up a corporation and then charge/loan themselves a bunch of money which then gets reported as a loss even though there actually is profit?
Or roads, or social services, or reducing the deficit
