all the people is a wormbrain overstatement but Trump's reaction to corona has undoubtedly led to more unnecessary loss of life than anything else he's done by several orders of magnitude
in a better world his government would be tossed into the trashcan over its abject failure on the matter
it may be telling when one's ire is directed at Biden overstating the case and not at the inept response that led to thousands dying alone and afraid and gasping for air

I think the original statement is a bit more defensible than is being presented here, where we seem to have taken the most superficial and unrealistic interpretation of it, though.
The current official coronavirus death toll is approaching 200k, but the residual you get by subtracting the number of predicted deaths from observed deaths was something like 220k a month ago. The mere gap between the numbers could contain the deaths that would have occurred if you scale up any other developed nation's deaths per capita. Not even SK or something (<2k deaths when scaled), but just any of the selection of countries that have done a mere 10x better than us.
So it is probably pretty safe to attribute the full coronavirus death toll to Trump, accepting that it is an underestimation of reality by an amount comparable to the number of people who would have died with a competent administration. I know that doesn't fit too cleanly in a speech (or perhaps this post), but statistical nuance rarely does.
Is it actually more unrealistic to believe this interpretation or that Joe somehow thinks every human who died from COVID would instead have been granted 8 months of immortality to be alive today?

Joe is ineloquent, but he was clearly riffing on something he was told and his staff isn't incompetent. There is some way that facts went in the ears and that statement came out the mouth and I am pretty sure it doesn't involve a 0% death rate from coronavirus.
You can at present make the argument that the entire official death toll is the result of Trump's incompetence and that is probably where it came from.
