There's overt racism vs covert racism. Overt racism is more prevalent in these rural areas vs covert racism in the metro areas where you're not being called a hard r n word but you can definitely tell you aren't wanted. Like the white folks that call the cops on black folks and turn on the faux distress to get a response.

Not to say there isn't a mix in each area but yeah black people and other minorities know the dog whistles.
