Republicans had a 4% advantage in the electoral college. It's not enough for Democrats to win elections, they have to win going away to get power.

There's a great episode of The Weeds that goes over the structural advantages for Republicans. The short of it is that Democrats have little to no hope of having full control of the government.

the distance between the state which would decide the election (in both cases apparently Wisconsin, that is to say if all states with a final margin less than Wisconsin's experienced a same-sized shift the election would have flipped to the other candidate) vs the popular vote margin. in 2016 it was 2.9, the Wisconsin margin vs Hilldog's popular vote lead, in 2020 it will be maybe 4.0, the Wisconsin margin vs Biden's popular vote lead.

thus even though both popular vote and tipping point state results were in the same direction this time (unlike in 2000 and 2016), the popular vote became less not more relevant than it was in 2016. it speaks to the structural Electoral College advantage Republicans have, one that may arguably be intensifying.

it may prove a bit more complicated but aye including DC and Puerto Rico as states (or a state equivalent in DC's case) would help shift structural balance towards the Democrats and so few Republicans would ever consider it.

Even if we assume PR would be solidly blue and also added DC, which surely would be, the Senate is still biased towards Republicans if you add up vote totals.

Tbf the only hope for a liberal policy agenda is:
1) win both georgia runoffs
2) make DC and PR states
3) elect liberal senators there and seat them this term
4) now Manchin isn't the middle anymore and we can get some shit done
