2) make DC and PR states

4) now Manchin isn't the middle anymore and we can get some shit done

Assuming DC and PR statehood, I wouldn't put it past deeply red states to decide to split just to recoup the seat gap the next time there's any inkling of GOP majority.

I think you can make a compelling pro-democracy argument for DC and PR to become states that Manchin could defend to his base.

Unlike some maneuver like splitting california to get more Senate seats, DC and PR are taxed and have no representation at the moment. Hard to get a more defensible amurikan justification that that.

The voter apathy party, the true challenge. Without writing a book, no way to fix it. Can't have third party you either steal votes from D and R wins 100% of the time, or vice versa. So we'll never have someone that can motivate all those "don't care" voters.

I think the most practical way is to make it convenient by mailing an absentee ballot to everyone. Some people can't be bothered to set it up to request one, and don't want the hassle of traveling to the polling place then waiting in line for an hour. Most of the blue states did this.

Frequently this is fairly true, but in this election I think the stark contrast was sharp enough to motivate the high numbers we're seeing. An old standard politician rich white guy who's kind of cringey sometimes, versus an absolutely unpredictable megalomaniac who praises dictators and disdains protestors. That's not exactly Clinton vs. Dole.
