That's why a child benefit should be universal and administered by the social security administration instead of the tax code (excluding the top 5% or whatever)

Apparently this means test excludes only the richest 2% of kids.

So what is going on is in order to exclude 2% of wealthy kids from the child benefit, we are excluding 10% of the poorest ones.
