The GOP doesn't control the senate though. And thats why what they want to (or dont want to) give is meaningless

See I'm not sure this is true. I feel like a boring Republican (Mike Pence) depresses the rabid base turnout which has been the main driver of their overperformance. Biden did win by peeling off moderate and establishment whites, but Trump overperformed every other category.
