ye in terms of return on investment poverty reduction measures (food stamps, housing the homeless, child tax credits, etc) are the most efficient things a government can do along with education spending.

Arguably anti-pollution regulation is even higher ROI but for the same basic reasons. Healthy humans good. Fucked up brains bad.
