Yoda knew they were headed down a bad path but was too hesitant to do anything about it until it was too late. Qui Gon was in a position and had the will to change things from the inside but he died and his padawan never inherited his spirit. Just a bloated, useless paramilitary force which would let a child and his mother die in slavery rather than upset cultural norms.

You're not wrong, but in a galaxy without the Republican, Darth Sidious, the Jedi would have continued to maintain the status quo and work toward incremental change which would have eventually brought about the end of slavery on planets like Tatooine. Radical change eventually was accomplished, but not before the Sith/GOP murdered millions and made an entire generation live under brutal oppression. People were mad at the Jedi until they were gone and had to face the reality of a galaxy without them.
