Fourchenault's biography lists him as Louisoix's eldest son, meaning the guy has multiple kids, so who knows

You're referring to Mikoto right? Looks similar but doesn't have her Au Ra horns

Story wise it wouldn't make much sense would it? Last we heard from her, all her power was drained saving the first and she wouldn't be reachable anymore after she released Ryne. Plus, different hairstyle and clothes look different too... which both could obviously be changed of if she was somehow released by Hydaelyn of course

Edit: Here's a pic of Minfilia from the last time we saw her, facing in the same direction as the woman in the pic. Don't look too similar other then both having white skin and blonde hair lol
