I don't think it will let you build out of combat, it just means that if the ability misses an enemy (still needs to target an enemy) you still get resources. You still can't even use PB outside of combat

During long downtime phase transitions, animations etc it counts as being in combat. also you dont need a target to do four point fury* which can be used to build a lunar nadi with elixier field. Just that one only though.

Still nothing on fixing SCH's pet forgetting its Place location between Eos/Seraph transitions which has been a problem all last expac for me. Increased tether range doesn't affect me outside of dungeon QoL, but probably helps controller users I suppose.

You can use DPS LB3 on during the dps check if you want to, the limit gauge will automatically fill again for tank lb3

Yes just like in SoS Ex, can LB the adds and get it back for when you need it because the adds grants LB.

I got this trial for a roulette after beating it the first time (and using the LB the first time too) and used the LB myself during the DPS check, I had a few party members lose their shit at me at first only to admit to being wrong moments later lol

Speaking of EXs is there a general rule of thumb for stat priority for melds? Tried the EX variant of the 83 trial blind without them and food and yikes.

Depends on the class, Balance discord is the place to check for that info. A lot want crit first though.
