    One must be deemed "worthy," an attribute defined by Odin's enchantment as having traits like selflessness, bravery, justice, and a willingness to serve a righteous cause, even a continual struggle to become a better person.
    If we go with this interpretation, I think he fits the bill.

    Some people speculate it's Superman's unwillingness to kill that makes him unworthy, which is why Wonder Woman can. Also why Captain America can and Spider-Man can't. Odin looks for people who are morally righteous and strong-willed but Spider-Man and Superman would sacrifice themselves before killing someone else, Odin needs a Thor who's gonna be sitting on the throne of Asgard for a few millennia, and that's going to mean making the choice to end threats to the realm permanently sometimes.

    Doom can't and he KNOWS he can't. Tommy is ultrawankified, but I do suspect white ranger Tommy can. All Might is debatable, but I think but based on what the little amount I've seen, I don't think he's willing to kill with purpose and intent.
