Wouldn't gravity just disappearing mean that like... the planet exploded? I know this was just some incredibly stupid conspiracy theory but gravity isn't something that could just be turned off and back on (space ships in sci fi aside)

Either Earth becomes massless or some large mass in near proximity would cancel out the force from one vector only. The other side of the Earth would have a 2x gravity pull on it. But there would be larger problems like the Earth crashing into said object.

Depending on which side of the planet you're on, another large mass body in close proximity could cancel the gravity out. It would fuck the planet up, but it's possible in theory.

Wouldn't the planet have to stop revolving and rotating for gravity to stop? Which would fling everything on the surface into space at 1000mph?

Nah, gravity comes from mass. The spinning for gravity comes from "making" gravity by using centripetal force, spinning to simulate "regular" gravity pushing you into the wall versus normal gravity that pulls you to the center of the mass.
