Biden agreed that both bills were linked. The people trying to pass one and not the other are the ones going against Biden.

This is the physical infrastructure bill that passed the Senate in August.

$110 billion for roads, bridges and other major projects;
$11 billion in transportation safety programs;
$39 billion in transit modernization and improved accessibility;
$66 billion in rail;
$7.5 billion to build a national network of electric vehicle chargers;
$73 billion in power infrastructure and clean energy transmission" and
$65 billion for broadband development

I'm assuming it's the standard progressive "this isn't going far enough so we're gonna stonewall and get nothing accomplished" playbook

They wanted the social infrastructure reconciliation bill to be passed simultaneously. Instead of taking an easy layup of a W, the Senate physical infrastructure bill was dragged out for nearly 3 months without a House vote.
