I saw some people theorize he knew he'd likely be caught eventually, and may have wanted to arrange for it being in a public place where there was less chance they'd kill him and claim he resisted. As strange as that sounds it does make some sense with how he still had evidence he was carrying around. Maybe the bad PR during a trial is part of his plan?
