It's pretty clear and obvious what this situation is. The shooter is not criminally liable for shooting the bystander, so they shouldn't be afraid of jail time for that. They should be found civilly liable though, cause their actions caused harm to another and they are responsible for that. Shouldn't feel morally wrong imo, but their actions caused harm to an innocent and they should be responsible for that.
I think current FL law is clear on this, and it shouldn't be ambiguous
