Your average patrol car probably only has their sidearm (likely a 9mm Glock) and maaaaaybe a pump shotgun in the trunk. If they confirmed the guy had on body armor and already tried to take him down and failed I could see why they would wait. It might seem callous but they’d probably just get themselves and possibly the hostages killed trying to Leroy Jenkins this shit.

When I worked on the patrol cars, out cars were outfitted with a rifle lock that could also support an AR-15 if you were range certified and approval to carry it by your sergeant.

They haven't used shotguns for non tactical members for close to 20 years.

I'd sometimes get nosy and look inside a patrol car for other agencies to see what kind of computers they used as that was my job, swapping out and configuring patrol car laptops and it seemed they all had the se rifle setup as well.
