They do school shooting training routinely, they have rules for engaging. I think the minimum is 3 officers on scene they can stack and go straight in to engage. They would not wait for the set team.

Your average patrol car probably only has their sidearm (likely a 9mm Glock) and maaaaaybe a pump shotgun in the trunk. If they confirmed the guy had on body armor and already tried to take him down and failed I could see why they would wait. It might seem callous but they’d probably just get themselves and possibly the hostages killed trying to Leroy Jenkins this shit.

Bullshit. They call themselves the "heroes". Do some hero shit and aim for the head with all of your firearm training and totally protagonist this shit. Waiting for the "tactical unit"? Why weren't the on the tactical unit?! Where's all that military-grade hardware the cops have whenever brown people start protesting?

If you are a cop listening to someone shooting kids and you're not picking up the nearest rock to go do something about it then you should be fired at the least. it certainly wasn't absolute but there was a more widespread realization than we ever get when another broken boy/man dons armor and semi-automatic weaponry shoots up a store, workplace, school, or place of worship
