Not in a vacuum. It has to do with a cascade of failures and lack of answers and adequate response. So the overall picture combined with such factors, yes. Not going to look up the numbers since it be fruitless to debate them. Significant problems occuring over a long time frame without such as this without resolution clearly qualify as signs regardless of varying severity. The background now socially has also evolved. Social despair is more observable.
