people who lead long ass chases that put entire communities at risk for hours and wind up injuring multiple with millions in damages

No, I mean if in the process of subduing they need violent detainment then that's what they need. Anything after they've been subdued is unnecessary.

This guy got what he deserved, but I wouldn't cheer it on lest people latch on and say SEE VIOLENT RESTRAINT IS ALWAYS NECESSARY because some people are stupid and nuance doesn't exist in their world.
