Sounds more like common sense masking principles when one takes into consideration that there are only "47 ICU beds available statewide." Oregon's system is about to break so the governor is providing some guidance rather than letting shit spread without mitigation.
It's also coming on the heels of the indoor mask mandate made last week.

Probably won't be enforced heavily. Kinda like how lightly enforced LA county's masking mandate for massive outdoor events (not enforced at all.)
