Or its a matter of finances. Some random jerkoff cant afford to fight the fine/lawsuit, but Amazon (who owns Twitch) can potentially make it incredibly cost ineffective to challenge them.

Pretty sure Amazon would throw any streamer to the RIAA or whoever if they actually wanted to push litigation. Right now, copyrighted content is vociferously anti-streamer at this point in time with how easy it is for claims to be made. Not everyone takes the time to truly understand free use or transformative work law, either, but that also doesn't stop claims from being made even if properly observed.

As is, bans do seem more like a slap on the wrist for their big names while anyone on a smaller scale would be shown the door for good, and I imagine I'm not alone in believing that a problem. I'm not sure what sort of deals Twitch did strike with the RIAA relative to things last year, but a very basic level, deleting the VOD is the bare minimum requirement for more egregious violations (which nips redistribution concerns since stream viewership isn't permanent in the same sense as file sharing). Lesser offenses just seem to get partial muting if not acted upon with bans/suspensions.

That said, I do think there's more that can be done to loosen the noose around streamers, but if you're obviously going to do stupid shit like air entire programs or films, you shouldn't be surprised when the fucking around has some finding out.

DisguisedToast allegedly is on a 30 day suspension for streaming all of Naruto and 25 of 26 episodes of Death Note. But take that with a grain of salt. He was going to visit family for Chinese New Year so it could have been a 7 day suspension and he's just fucking with everyone.

He was also p much daring for something to happen in the most stupid way possible. Don't think he has any fucks to give though and could jump to YouTube. He already got the retirement money from Facebook/Meta.

They'd still make boku bucks even if they got dropped from twitch. Their fans would follow them anywhere. Plus, twitch wouldn't commit to the ban; too much loss of ad revenue, the only thing that matters to megacorps.
