R0 is the number of people infected by each infected person at time 0 (before mitigation via public policy and before anyone gains any immunity). If the R number drops below 1, your number of cases goes down and eventually the virus dies out.

So if you start with an R0 of 4 and mitigate 90% of the transmission risk via immunity (gained from vaccination or infection) or public policy (masks inside), your R is now 0.4 and the epidemic dies out.

If you have 85% of the population vaccinated with a 90% effective virus, you should be able to handle a virus with an R0 of up to 4.25 with no public mitigation. However, Portugal has this, still has some indoor masking requirements, has digital vaccination passports, and is still seeing community spread. Delta is thought to be around 6 for R0 iirc, so this more or less makes sense.

It's a dance between how contagious the disease is and how effective the vaccine is. Measles is the most contagious major disease humanity has probably ever faced, but a 97% effective vaccine took care of it.

Yeah, it would be more prevalent - I think we're ~95% vaccinated against measles nationwide but there's still outbreaks in small communities every year.

But again, because the vaccine is 97% effective it's one of those things you basically don't have to worry about if you got the shot.

Australia to reopen their borders to international travel of it's citizens in November.

People would be eligible to travel when their state's vaccination rate hit 80%, Mr Morrison told a press briefing on Friday.

Travel would not immediately be open to foreigners, but the government said it was working "towards welcoming tourists back to our shores".
