i have a rule in my league that i'm commish that you need to have an active roster every week, right up until the end otherwise you get booted the following year

nobody complains 'cause having an active roster is a pretty bare minimum requirement in a world where we all have phones

I've done the same keeper league with the same group of guys for over 15 years now. We can trade picks and keepers for the following year, so it keeps people into it. We also developed a low-score tax, where if you have the lowest score for the week, you owe $10. We use the low-score money for food/drinks at the following year's draft. We also have a rule/penalty if you dont have a legit lineup every week (by legit, I mean a full lineup)

We have people that start tanking...trading better players for draft picks for next year, that kind of thing...but at least it tries to keep people a little honest with their team. You dont want to owe an extra 50 or whatever cuz your team was starting a 2nd string rb and 2 WR3s etc

We have simple punishments like loser gets his team name chosen by the winner, so at least the non playoff teams try to not be last. I lock that shit down whenever I see someone try to dump their team or do ridiculous trades.
