While I dont think Dread was GOTY material overall, the fact that it returned after a 19 year absence in such a strong and polished form when a LOT of the competition was average titles being over advertised deserves consideration. Nintendo could have mailed it in, but decided to let Mercury Steam do their thing.
For overall industry impact, probably It Takes Two.
For fan feedback, probably Endwalker.
ITT = Dread > (but only ever so slightly) Endwalker.
