Oilers taking Vasilevskiy first potentially makes sense. Their goalies at the time were Dubnyk and Khabibulin. That of course assumes the Oilers know anything other than "draft forward, score goals". Even the Capitals taking Andersen at 11th just seems off. Thats right around the time they were certain Holtby was gonna be their #1 for the next decade or so, and they still had Grubauer and Neuvirth hanging around too. Why would they take Andersen 11th overall in that situation?
