No reason for digital version to not have language packs for audio, considering the player will already be downloading the entirety of the game.
Hard copies should come with one or two languages packed depending on the region the game is being shipped to (US: EN ESP, CAN: EN FR, etc) with additional languages available via DLC.
unless that file size is indeed presuming only one language pack.
Related to the topic of large game sizes on PC, you can avoid re-downloads of frequently played games pretty easily these days. Costs a bit to set up but you can make a media pc with a ton of storage and use it as a ghetto steam-only NAS if you don't have the tech knowhow or desire to set up a real server for your home. Steam recently added the ability to transfer games locally across your network. Can offload a game that you want to uninstall to your little steam server and transfer it back later without having to download the whole thing again.
Even if you don't care about bandwidth usage it should be faster to do this assuming you have 5 or 10gig LAN.

Sounds like performance issues across the board though, especially on PC.
Apparently (at least on console) many of the issues were fixed with the new patch that dropped a day or two ago. No word on PC yet, but if it's anything like the OG game, I'm waiting a while. Game was a bug addled mess. Falling through floors, assets not loading, events not occurring as they should. I'm waiting a while.

PC Gamers beware: Overflowing VRAM as soon as you step into the open world area. Stuttering during traversal and combat. At some point you have to just save and reload to "reset" the performance due to the overflow.
A Day 1 patch is planned, I suggest you wait on how that fixes it (if anything)
Edit to add: The review I was watching was running a 4090, Ryzen 9 5900X and getting frequent stutters during combat and walking around. And the more people buy/preorder shit, the more the devs are encouraged to keep releasing them. Speak with your wallet. But the majority of people won't which is why I don't have a problem with going through CDKeys or another site to get a cheaper key. You want my money? Put out a fucking game that works as intended.
meanwhile I'm still playing Baldur's Gate 3 which is in early access for another 4 months and it runs mostly without issue aside from the already known bugs they're squashing before launch. And it has some of the best looking HDR and consistent graphics across the board. That is one game I am omega tier hyped for.
